The Ministry of Science and Higher Education of the Republic of Poland was established on May 5th 2006 by the Prime Minister Kazimierz Marcinkiewicz, as a result of division of the Ministry of Education and Science. Ministry of Science and Higher Education is the governmental office which is responsible for supporting the Minister of Science and Higher Education in developing and implementing science and higher education policies. Over the years, the role of the Ministry has been changing.
Ministry of Science and Higher Education focus all efforts on creating relevant science and research policy and coordinating the activities of the world of Polish science. Delegating financial management activity to the National Science Centre and the National Centre for Research and Development, as well as determining clear rules governing these roles, increases the quality and transparency of funding allocation. Each of these executive agencies will receive a large part of budget funding earmarked for science, with the amounts growing incrementally until 2020. This will ensure that a significant proportion of funding will be awarded on the basis of competitions.

These ministerial programs are a unique instrument for the Minister who, apart from those financing sources strictly defined by the legislation, can financially support important ongoing tasks. Programs aimed at improving the mobility of scientists (e.g. Mobility Plus) have become well-established elements of the Ministry’s grant calendar. However, the scope of these activities is constantly expanding.
